Want to make your home profitable by offering it as a holiday rental ? To do so legally and operate smoothly in the holiday rental market, you must first register your property as a tourist accommodation .
Most holiday home bookings appear on vacation rental platforms like Airbnb or Booking . However, it's important to note that one of the requirements these platforms demand for listing a holiday home is a tourist license , which is a registration number issued by the Andalusian Regional Government.
Therefore, it's crucial to register your tourist accommodation in Andalusia to comply with the requirements and avoid penalties or legal consequences .

From July 1, 2025, all tourist accommodations in Andalusia must also be registered in the National Tourist Rental Registry, managed by the Association of Property Registrars, in addition to the regional registry. To facilitate the process, the Regional Government has launched the Digital One-Stop Shop, which centralizes applications and manages all the corresponding electronic procedures.

Steps to register a tourist accommodation in Andalusia

Step 1: Submit a declaration of responsibility regarding your tourist accommodation

To complete the declaration of responsibility, we recommend having an up-to-date digital certificate and communicating with the administration electronically . If you need to renew your digital certificate due to expiration, you can do so through the electronic office of the Spanish Royal Mint (Fábrica Nacional de Moneda y Timbre ).

To submit a declaration of responsibility, you must begin the process through the virtual office of the Junta de Andalucía .

Once here, you can begin the process with or without a digital certificate .
After completing the registration process, filling in all the required information, and attaching the declaration of responsibility, you should receive the official registration resolution from the Andalusian Regional Government's tourism registry . This resolution will include a license number in the following format: VFT/MA/00000 (TOURIST ACCOMMODATION / PROVINCE CODE / NUMERICAL CODE).

Register the tourist accommodation with the National Police or the Civil Guard

To register tourist accommodation with the National Police – WEBPOL or the Civil Guard, the owner must go in person to the corresponding police station or Civil Guard barracks and present the following documentation:

  • ID card.
  • Declaration of responsibility.
  • Property deeds or property management contract.

Once the process is complete, you will have your tourist license number, as well as the property registered with the National Police or the Civil Guard; you will then be able to publish your home on holiday rental platforms such as Airbnb or Booking and start making money from the property .

Obligation to submit the traveler's report to the authorities

Remember that it is mandatory to register passenger information in a logbook and notify the relevant authorities of their arrival .

Owners' association permits

From April 3, 2025, it is mandatory to obtain the consent of the residents' association to register a tourist accommodation in Andalusia . This measure is based on the amendment to the Horizontal Property Law, which establishes that:

  • favorable vote of 60% of the owners is required .
  • This agreement must be in writing (minutes or certificate) and submitted during the registration process.

If you do not have this permit, you will not be able to complete the registration of your tourist accommodation.

Registration through the Digital Single Window

From July 1, 2025, all applications must be processed exclusively through the new Digital Single Window of the Regional Government of Andalusia . This system centralizes:

  • Registration in the Tourism Registry of Andalusia.
  • The generation of the mandatory identification number (VUT/NRA).
  • Document validation prior to the start of the activity.

You will access with a digital certificate or Cl@ve and you must upload all the required documents.

According to official data from the Andalusian Regional Government as of June 2025 :

  • More than 51,000 applications for registration of tourist accommodation have been submitted
  • More than 25,000 are provisionally active.
  • Around 5,000 registrations have been revoked for not meeting legal requirements.

  • Regional fines starting at €10,001 for non-compliance with regulations.

Decree 31/2024 , in force since January 29, 2025, regulates all aspects of the registration of tourist accommodation in Andalusia. Some key points:

  • It requires having: civil liability insurance , 24-hour contact , complaint forms , energy certificate and minimum habitability conditions .

Decree 31/2024 also includes measures allowing municipalities to limit the number of tourist accommodations in specific areas and establish operating conditions, seeking a balance between economic development and urban quality of life. Therefore, it is essential to comply with regulations and stay updated on legal changes to avoid penalties and ensure efficient legal management.
