Travelers registration in Mossos d'Esquadra

When managing properties intended for tourist accommodation in Catalonia (whether hotels, tourist apartments, hostels, campsites, etc.), it is mandatory to check in all guests, including minors and infants . Since December 2, 2024, Catalonia has maintained its own system for the documentary registration of travelers through the Mossos d'Esquadra platform, in compliance with Royal Decree 933/2021. This digitalized platform unifies and replaces all old systems and facilitates correct communication and compliance with obligations, excluding the obligation to use the state platform SES.HOSPEDAJES for accommodation in Catalonia.

SES HOSPEDAJES platform has been launched , which must be used to register travelers nationally with the exception of those tourist accommodations that must be registered by travelers through Hosts of the Mossos d'Esquadra or the Ertzaintza.

Official statement by the Mossos d'Esquadra regarding the new guest record

«In response to the concurrence of regulations and possible computer instruments for the fulfillment and execution of the precise obligations by the obliged subjects, the Department of Interior of the Generalitat communicates to the lodging establishments located in Catalan territory the following facts and instructions:

1. There is a coordination and cooperation agreement in force between the State and the Generalitat, agreed in the session of November 5, 2021 of the Security Board of Catalonia, by which it is agreed that all establishments located in Catalonia must enter the data that requires Royal Decree 933/2001, of October 26, which establishes the obligations of documentary registration and information of natural or legal persons who carry out lodging activities and rental of motor vehicles, on the current platform managed by the Department of the Interior of the Generalitat.
2. Consequently, the content of the data that must be registered is those provided for by state regulations (Royal Decree 933/2001, of October 26), and the executive instrument to collect them is and will continue to be the same computer platform of the Generalitat.
3. Regarding the type of data, updates are being carried out in the registration fields of its platform so that they adapt to the current regulatory framework.
4. Obligated subjects must only enter the data on the Generalitat platform ( https://registreviatgers.mossos.gencat.cat/mossos_hotels/AppJava/ ) in the event that the establishment is located in Catalan territory, this being the point of reference connection, regardless of whether the establishment belongs to a business group with headquarters outside Catalonia.
5. The obliged subjects, once the data is recorded according to the indicated connection point (the establishments located in Catalonia on the Generalitat platform), will be considered that they have fulfilled their legal obligations, without the need to complete or repeat any record on another computer platform. The Generalitat will be responsible for transferring the data to the Common State Integrated System. "

New information required to register travelers at the Mossos d'Esquadra

After the period of updates carried out on the Mossos d'Esquadra guest registration platform with the intention of adapting it to RD 933/2021, the following fields have been added in the Check-In form:

• Place of habitual residence of all guests.
• Kinship relationship. The RD 933/2021 forces to mark the relationship between guests.
• Total number of travelers. This data will be generated automatically when the guests of the reserve are counted.
• Signature of all guests.
• Identity document support for DNI and NIE. It is automatically collected.
• Email and mobile phone of all guests. It must be indicated manually. They are two mandatory data to include.

In addition to the previous fields that must be completed, a contract associated with each check-in is required with the following data:

• Contract reference. You can indicate the reserve locator, the main guest ID or any unique reference for the reserve in question.
• Contract date. Date on which the contract was formalized or the reservation was made.
• Type of payment. You can mark in the drop -down: cash, credit card, payment platform, transfer, others.

It is important that you keep in mind that check-ins will be sent to the Mossos d'Esquadra from 11 PM on the day of arrival .

How to register guests with the Mossos d'Esquadra?

The process to register travelers is as follows:

1- First, Access the Mossos d'Esquadra website. Once here, in the upper left, we click on "Establishment high”. When we are in this section, we must click on "High establishment form (PI-15)". 2- When we have completed the data required by the form, we do Click "OK" And subsequently, Print 2 copies of the form to be able to make your delivery.

The delivery of the documents should preferably be done at the Regional Administrative Police Unit (URPA) , if this is not possible, at the nearest Mossos d'Esquadra police station . The printed copies of the forms must be accompanied by the DNI of the owner of the accommodation, if he himself delivers the documents or a copy of the DNI, in the event that another person delivers it on his behalf.

3- The tourist establishment will be registered and you will receive a username and password to be able to access the registration of travelers through the Mossos d'Esquadra website.

How to send the Traveler's Report through the Mossos d'esquadra?

In the official models of the parts of travelers of the Generalitat of Catalonia, it is mandatory to register all the guests who are going to stay, including minors and babies .

When guests have completed their part of travelers, the Mossos must be delivered within 24 hours after the start of the stay. If the part of travelers cannot be delivered to the authorities for some justified cause, a letter must be sent in the name of the Director General of the Mossos, which can be delivered at the nearest police station.

According to regulations, the owner is not exempt from archiving guest reports, either physically or digitally, in logbooks . Each logbook must have a minimum of 100 pages and a maximum of 500. These books must be kept for at least three years, and each guest report must include its issue date. Guest entry reports may not be recorded before the guest's arrival at the property ; they must be done on-site to avoid recording information about guests who, for certain reasons, have been unable to stay. Physical or digital logbooks must be archived for a minimum of three years and maintain the integrity and confidentiality of the data, complying with personal data protection and public safety regulations. Please note that no report may be recorded before the guest's arrival, ensuring the accuracy and control of the on-site record.
