Traveler registration at Mossos d'Esquadra

When managing properties intended for tourist accommodation in Catalonia (hotels, tourist apartments, hostels, campsites, etc.), it is mandatory to register all guests, including minors and infants . Since December 2, 2024, Catalonia has maintained its own system for the documentary registration of travelers through the Mossos d'Esquadra platform, in compliance with Royal Decree 933/2021. This digital platform unifies and replaces all previous systems and facilitates proper communication and compliance with obligations, eliminating the requirement to use the state-run SES.HOSPEDAJES for accommodations in Catalonia.

SES HOSPEDAJES platform has been launched , which must be used to register travelers nationally with the exception of those tourist accommodations that must register travelers through the Mossos d'esquadra or Ertzaintza hostels.

Official statement from the Mossos d'Esquadra regarding the new guest registration

"Given the concurrence of regulations and potential computer tools for compliance and execution of the aforementioned obligations by the obligated parties, the Department of the Interior of the Generalitat informs the accommodation establishments located in Catalan territory of the following facts and instructions:

1. There is a current coordination and cooperation agreement between the State and the Generalitat, agreed at the session of November 5, 2021 of the Security Board of Catalonia, by which it is agreed that all establishments located in Catalonia must enter the data required by Royal Decree 933/2001, of October 26, which establishes the documentary registration and information obligations of natural or legal persons who carry out accommodation and motor vehicle rental activities, on the platform currently managed by the Department of the Interior of the Generalitat.
2. Consequently, the content of the data that must be recorded is that provided for by the state regulations (Royal Decree 933/2001, of October 26), and the executive instrument to collect them is and will continue to be the same computer platform of the Generalitat.
3. Regarding the type of data, updates are being made to the registration fields of their platform to adapt them to the current regulatory framework.
4. Obligated parties must only submit the data on the Generalitat platform ( https://registreviatgers.mossos.gencat.cat/mossos_hotels/AppJava/ ) if the establishment is located in Catalan territory, this being the reference connection point, regardless of whether the establishment belongs to a business group with its registered office outside of Catalonia.
5. Once the obligated parties register the data according to the indicated connection point (establishments located in Catalonia on the Generalitat's platform), they will be considered to have fulfilled their legal obligations, without needing to complete or repeat any registration on another computer platform. The Generalitat will be responsible for transferring the data to the common integrated state system

New information required to register travelers with the Mossos d'Esquadra

Following the update period carried out on the Mossos d'Esquadra guest registration platform to adapt it to RD 933/2021, the following fields have been added to the check-in form:

• Usual place of residence of all guests.
• Family relationship. Royal Decree 933/2021 requires that the family relationship between guests be indicated.
• Total number of travelers. This data will be generated automatically when the guests for the reservation are counted.
• Signature of all guests.
• Supporting document number for DNI and NIE. It is collected automatically.
• Email address and mobile phone number of all guests. This must be entered manually. These two pieces of information are mandatory.

In addition to the fields that must be completed above, a contract associated with each check-in is required with the following information:

• Contract reference. You can indicate the booking locator, the main guest's ID number, or any unique reference for the booking in question.
• Contract date. The date on which the contract was formalized or the reservation was made.
• Payment type. You can select from the dropdown menu: cash, credit card, payment platform, bank transfer, other.

It is important to note that check-ins will be sent to Mossos d'Esquadra from 23H on the day of arrival .

How to register guests at the Mossos d'Esquadra?

The process for registering travelers is as follows:

1- First of all, Access the Mossos d'Esquadra websiteOnce here, in the top left, we click on “Establishment registration”. When we are in this section, we must click on “Establishment registration form (PI-15)”. 2- Once we have completed the data required by the form, we do Click on “Accept” and subsequently, Print 2 copies of the form in order to submit it.

The documents should preferably be submitted to the Regional Administrative Police Unit (URPA) . If this is not possible, they should submitted to the nearest Mossos d'Esquadra police station . Printed copies of the forms must be accompanied by the ID of the accommodation owner if they are submitting the documents themselves, or a copy of their ID if someone else is submitting them on their behalf.

3- The tourist establishment will be registered and you will receive a username and password to be able to access and register travelers through the Mossos d'Esquadra website.

How to submit the Traveler's Report through the Mossos d'Esquadra?

In the official models of the traveler forms of the Generalitat of Catalonia, it is mandatory to register all guests who are going to stay, including minors and babies .

Once guests have completed their traveler registration form, it must be submitted to the Mossos d'Esquadra (Catalan Police) within 24 hours of the start of their stay. If the traveler registration form cannot be submitted to the authorities for a justifiable reason, a letter addressed to the Director General of the Mossos d'Esquadra should be sent and delivered to the nearest police station.

According to regulations, under no circumstances is the owner exempt from filing guest registration forms, either physically or digitally, in logbooks . Each logbook must have a minimum of 100 pages and a maximum of 500. These logbooks must be kept for a minimum of three years, and each guest registration form must include its date of issue. Guest registration forms cannot be recorded before their arrival at the premises ; they must be completed on-site to avoid recording information from guests who, for whatever reason, were unable to stay. Physical or digital logbooks must be archived for a minimum of three years and maintain the integrity and confidentiality of the data, complying with regulations on personal data protection and public safety. It is important to remember that no registration form can be recorded before the guest's arrival, ensuring the accuracy and control of the on-site registration.
