Travelers Registry at SIBA-SEF / AIMA-SEF PORTUGAL

Fulfilling legality is an indispensable requirement for any business. One of the most important legal obligations in the tourist accommodation sector is the registration of travelers by the tourist establishment and its subsequent communication to the corresponding authorities. With the police and administrative change carried out in Portugal with the transition from SEF to Aima , the part of travelers must communicate through the SIBA-SEF platform , or what is the same, the Information System of the Accommodation Bulletin.

Travelers Registration Law in Siba - SEF / AIMA - SEF

In Law 23/2007, of July 4, on “Entry, permanence, exit and expulsion of foreigners from the national territory” in its article 16 section 1 establishes:
“Hotel exploiters, complementary facilities for tourist accommodation or tourist complexes , as well as all those who provide accommodation to foreign citizens in exchange for a rate, are obliged to notify the GNR OA the PSP within the following three business days, by means of accommodation bulletin. ”
Therefore, regardless of the type of rent or lease that is carried out, if the citizen who is housed in a property is a foreigner (he is not a Portuguese citizen), the property owner must communicate the SIBA-SEF / SEF / Aima-Sef.
On the other hand, in article 15, section 4 establishes:
“In order to simplify the sending of accommodation bulletins, similar hotels and establishments must register before the Border and Foreigners Coordination Unit (UCFE) as users of the system of the system of Information of accommodation bulletins, so that they can carry out the respective electronic communication under safe conditions. ”
Therefore, it is no longer mandatory to register the paper host and deliver it to the police , although it is mandatory to register the guest accommodation bulletin in the Information System of Accommodation Bulletins ”(SIBA) .

Who is responsible to communicate guests in SIBA-SEF / AIMA-SEF?

According to the Portuguese legislation, every property owner or company that manages a property for tourist rental and in which people from another country are staying, the communication of guests before Siba-Sef / Aima-Sef must be made.
On the other hand, the owners who write a lease with a foreign person, must also report the accommodation bulletin before SIBA-SEF / AIMA-SEF.
The same procedure is applied if the property is sub -refined to foreign citizens, therefore, if the property owner maintains a lease with a Portuguese tenant and this in turn makes a lease to a foreign citizen, the tenant will be the tenant Responsible for communicating the accommodation bulletin against SIBA-SEF / Aima-Sef .

How to make the guest record in SIBA-SEF / AIMA-SEF Portugal?

SIBA-SEF website to begin registering the accommodation in the system. Next, fill out the form with the required information:

1. NIF
2. Business activity code specific to the Local Accommodation registry.
3. Choose the typology or classification which you consider can best adapt to the type of accommodation you offer.
4. The unit name must be the same as that used in the local accommodation registration on the Portuguese tourism portal.
5. To register the address of the accommodation, indicate the zip code and then the floor, door number and any additional important information.
6. The FAX field appears as mandatory , although it is not necessary to complete it , since the registration will be completed successfully even if there is no information in this field.

8. When you have completed all the fields correctly, click submit to complete the registration. When you have made the shipment, you will receive an email from SEF Portugal within a period of between 1 and 3 business days with confirmation of registration and access credentials to be able to access the platform and make communications.

How to change the traveler registration sending method in SIBA – SEF?

If you are already registered in SIBA and you are currently sending the traveler registration using a specific shipping method (Portal, file upload or Web service) and you want to change the type of sending to another of those already mentioned, you must do the following :
