Every host or manager of any tourist accommodation must complete the Traveler Registration process and submit it to the authorities , regardless of the type of accommodation offered (hotel, rural house, vacation apartment, etc.). Failure to comply with this obligation will result in substantial financial penalties.
Until now, guest registration with the authorities has been carried out through Guardia Civil Hostels and WEBPOL , but to facilitate the process and make all communications from the same platform, the Ministry of the Interior has created the SES.HOSPEDAJES .

SES.HOSPEDAJES is a platform developed by the Ministry of the Interior through which natural and legal persons can communicate the data required in Royal Decree 933/2021 ( Consolidated Text ) and collected through the registration of Traveler Reports .
The new platform requires more information about guests than previous registrations, some of which is very difficult to verify, such as the relationship between guests or their full addresses. You can find the complete list of data in Annex 1 of the aforementioned decree. The platform collects 21 data points per guest, including full name, identity document number, nationality, date of birth, full address, country of residence, check-in and check-out dates, and the relationship between members of the group. All this information must be submitted within the first 24 hours after check-in.

SES.Hospedajes platform began operating on January 2, 2023, establishing a 5-month adaptation period until June 1, 2023. However, due to the technical complexity of its development, the Ministry of the Interior issued a press release extending its use until October 1, 2024. Closer to that date, the Ministry of the Interior released another official statement postponing the mandatory Traveler Registration on the SES.Hospedajes until December 2, 2024, the final date on which Royal Decree 933/2021 came into effect , making Traveler Registration on the platform mandatory.
To start using SES.HOSPEDAJES , first, you must access the platform. Then, find the section “ Access to the Registry of Establishments and Entities ” and click on the @ symbol in the “ Access ” column. Registration must be completed by the person responsible for the accommodation (owner or manager). If it is a manager, they must use their **personal digital certificate**, not the owner's. Sharing credentials is not permitted.
The responsibility for registering with SES.HOSPEDAJES lies with the person in charge of the accommodation, not necessarily the owner.
Once you have completed this step, you will need to select the " Identification Platform for Public Administrations ," choosing from "CL@VE PIN," "DNIE / ELECTRONIC CERTIFICATE," "MOBILE KEY," or "PERMANENT KEY." Use **Cl@ve PIN** or **Cl@ve Mobile** if you do not have a digital certificate. These are easier to manage and sufficient for accessing SES.HOSPEDAJES . A digital certificate is only required for initial registration.
If you don't already have any of these, here are instructions on how to obtain them:
Once you have logged in through one of the identification platforms, you will see two options on the screen. If you are already registered on the Ministry's platform, SES.HOSPEDAJES , and wish to modify your accommodation details, click the " Access" on the right. If you wish to register accommodation , click the " Fill Out Form" on the left.
You will need a Digital Certificate when registering your property on the Ministry of the Interior's platform and obtaining access to SES.HOSPEDAJES . Check-in Scan will not ask for either platform access or a digital certificate to register guests.
Furthermore, you will need the Autofirm@ or Cl@ve Firma software to digitally sign the registration application for your establishment on the platform.
IMPORTANT : Please note that these are government identification tools, external to our platform, and technical support is beyond our scope. If you have any questions regarding the use of these tools, please consult with legal counsel.
Next, you will need to fill out a form with details of the accommodation in question and its owner . At this point, it is important to check the box "Sending communications via web service" if you use tools for automatically communicating data with the authorities, such as Check-in Scan .
If you have followed all the steps and filled out the form correctly, you should soon receive an email from the Ministry of the Interior confirming the registration of your accommodation in their database. This email will also include important information such as your registration number , landlord code , and establishment code . Save this information where you can easily access it. You will also receive login credentials to access the SES.HOSPEDAJES without needing a Digital Certificate or Cl@VE.
No sanctioning procedures will be initiated for non-malicious infringements related to the communication of travelers.
Guest registration must be completed through the SES.HOSPEDAJES platform throughout Spain, except in the Basque Country and Catalonia. This replaces the previous practice of sending data to the Civil Guard and National Police.
In this case, it might not work for several reasons. First, the platform has experienced minor outages since its launch, making it impossible to log in.
Second, your browser might be cached, so you should clear your browser's cookies and cache or try a different browser.
If it still doesn't work, contact SES.HOSPEDAJES . SES.HOSPEDAJES is down, you should try sending the email again at a later time. Technical issues will not be accepted as an excuse. It is recommended to use tools with automatic submission queues that retry the connection when the platform is back online.
The National Police's WEBPOL traveler communication platform, as well as the Civil Guard's guest registry, have discontinued service. Both platforms will display a message indicating that guest communication should now be handled through the SES HOSPEDAJESplatform.
According to the Ministry of the Interior, December 2, 2024 is the date scheduled to begin using the platform definitively .
To find out the landlord code, go to the SES.HOSPEDAJESplatform, and as in the first step, click on the @ in the "Access to the register of establishments and entities" section.
Next, go to the "My Registration Details" section in your profile; you will see the code there, as shown in the following image.
On the SES.HOSPEDAJESplatform, we click on "Access to the consultation and sending of communications of accommodation or vehicle rental activities" by clicking on the "@".
Next, in the "New communication" section, click on the "Fill out form" button.
Continuing with the process, select the establishment you wish to know its code (if it has several) and then select the type of communication you want to make; in this case, we should indicate " Traveler Report ." Then, click on the yellow "Continue" button.
On the next screen, in the "Establishment Information" section, you will find the "Establishment Code".
If you do not receive the email with your platform access credentials or you simply do not know your password to access the platform, you can access the "webservice user" section and see your username, as well as change your password by clicking the "change password" button.

The DNI support number is a 3-letter, 6-digit code located, depending on the DNI's issue date, below the date of birth. The following image shows two examples provided by the Ministry of the Interior.
The CUE (Certificado de Registro de Ciudadanos de la Unión), better known as the GREEN CARD, has a support number that you can include in these cases (since it doesn't have a photo, it must always be accompanied by your passport). Regarding the other document you attached, it's a document authorizing you to work in Spain, but since it doesn't have a photo, it must always be accompanied by your passport from your country of origin. However, you can also find the support number on this document
For this reason, we always advise you to apply for a passport instead of these types of documents that don't include a photograph. This recommendation is for legal reasons; operationally, there would be no problem with our platform.

Check Check-in Scan confirms that we process identity documents using an OCR scanning procedure (which converts images to text), without subsequently storing the image.
This process is carried out voluntarily by the guest, after obtaining their explicit consent, and solely to extract the data necessary for registration.
This measure responds to the principle of data minimization established in the General Data Protection Regulation (GDPR), which indicates that only the data strictly necessary for the purpose of guest registration should be kept, processing only the personal data required by Royal Decree 933/2021.
Furthermore, it should be noted that, with Check-in Scan , the identity document data can be added manually without needing to scan the identity document .

To register a minor without a national identity document (DNI) using Check-in Scan , you must select the option ENTER DATA MANUALLY. Then, in the document type dropdown menu, you will need to select the last option: Minor without documentation. It will appear like this:
Please note that undocumented minors cannot be registered as the first guest; at least one adult must already be registered on the same reservation. Furthermore, undocumented minors whose nationality is not Spanish are also prohibited from registering.

Current regulations from the Ministry of the Interior (Royal Decree 933/2021) do not require guests to scan or photocopy their identity documents. However, they do require that the accommodation provider collect the legally required information and that the establishment owner submit it to the SES Hospedajes on the day of the guest's arrival.
Consequently, guests may refuse to have their documents scanned or copied, or to check in before arrival, provided they supply the information required by law upon arrival.
However, depending on the type of accommodation and applicable regional regulations, there may be additional obligations. Therefore, it is recommended to consult with a legal advisor to confirm the specific requirements applicable to each type of stay.
