How to register travelers in National Police Hosts: Webpol

Many first-time owners who are starting out in the tourist rental business do not know that they have the obligation to complete the Traveler Registration process with the National Police or with the corresponding authorities.

This activity is regulated by the Organic Law on Citizen Security Protection of March 30, 2015 , which requires a series of requirements to comply with the legality. Royal Decree 933/2021 , of the Ministry of Interior, establishes the obligations of documentary registration of guests by natural and legal persons, which exercise lodging activities and has already begun to be applied under the platform of the Ministry of Interior SES.HOSPEDAJES

Obligation to have a Traveler Registry

In Spain, the part of travelers must be completed by all types of guests, regardless of age. The part of travelers must be accepted to the model collected in the Annex of Order int/1922/2003 .

These data must be reported compulsorily to the national police. If the municipality where the accommodation is located does not have a national police force, guests would have to be registered in Civil Guard hostels .

Each host must collect the traveler report in the traveler registration book, and subsequently report it to the appropriate security forces.

How to register in National Police Hospederías: Registration process in WEBPOL

The process to register in WEBPOL is very simple. Although this process must be done in person at the police station, the owner must identify himself by providing original documentation :

  • DNI of the person who is going to carry out the procedure or authorization of representation.
  • Responsible declaration of the activity.
  • Property management contract or deeds thereof .

How to send the Traveler's Report to the National Police?

Access to the platform by the tourist accommodation manager allows traveler reports to be sent electronically to the police , being able to send an individual report or a collective file containing several of them.
Traveler reports can also be delivered in person at the police station .

The collection of traveler reports must be mandatory by the manager of the tourist accommodation, being collected in the traveler record books , which must be between 100 and 500 pages at a minimum and maximum and must be kept for at least 3 years.

If the property manager decides to record guests directly in WEBPOL , they must click on “Direct Recording of Records”. You will see a form, which you must fill out with the following information about your guests (one form per traveler):

  • ID number
  • Document type
  • Expedition date
  • Name
  • Surname
  • Second surname
  • Sex
  • Birthdate
  • Country of nationality
  • Entry date

The consequences of not registering or doing so incorrectly can lead to financial penalties. If we are dealing with a case of a minor infraction , the economic consequences range between €100 and €600 , serious infringements range between €600 and €30,000 .
In addition to financial sanctions, if guests' data is not communicated, they may face the opening of proceedings by the tax agency.
